Polish regulator opens consultation on regulating cable access

Polish communications regulator the UKE  has opened a consultation on regulating cable access networks in multiple dwelling units.

The UKE said that the new rules were “designed to meet the needs of telecommunications undertakings, while not interfering with the operation of infrastructure operators.” The watchdog has proposed creating a tool to be used by market players to calculate access fees to be charged to third parties to use their in-building networks.

The UKE claimed that its intention is “to promote co-investments, support the development and sharing of infrastructure as well as to ensure efficient cooperation among operators” and said that the draft decision would be a step towards implementing the goals of the EC’s Digital Agenda. The UKE said it may conduct a second round of consultations if necessary.

The new regulations will apply to cable operators Netia, UPC Polska, Multimedia Polska, Vectra, Inea and Toya.
